Ganeshotsav and the arrival of Bappa have filled the atmosphere with joy, the
darkness shrouding several key roads in Mulund West is causing deep concern
among residents and business owners. Recently, the road widening and concreting
work around the Mulund railway station area was completed, but this new road
still lacks any street lighting. During these festive days, thousands of
citizens visiting for Bappa's darshan and immersion processions at night are
forced to face unnecessary hardship due to this darkness. Several street poles along
major thoroughfares such as Sevaram Lalwani Road, Dr. R. P. Road, Netaji
Subhash Road, and S. L. Road have been non-functional for the past few days.
When citizens contacted the Maharashtra State Electricity Board (MSEB), officials
cited that underground cables were cut during excavation work carried out by
JCBs in the area. Passing the Buck Between
MSEB and the Municipal Corporation Although these poles belong
to the Brihanmumbai Municipal Corporation (BMC), the primary responsibility of
supplying electricity to illuminate them lies with MSEB. Just as the municipal
corporation fills potholes and smooths roads during the festive season, it is
equally necessary to resolve this streetlamp issue promptly. Ordinary citizens
are being held to ransom due to a lack of coordination and apathy between both

during periods when streetlights were out on S. L. Road. Previously, a theft at
a farsan shop came to light in the area. Furthermore, incidents of bike thefts,
mobile snatching, and gold chain thefts from citizens have been on the rise. It is crucial to investigate
whether this darkness is deliberate or if criminals are intentionally damaging
cables and streetlights. Key Demands Addressed to
the Administration ·Restore Power Supply
Immediately: MSEB and BMC must
coordinate urgently to repair the damaged cables and restore illumination
across all affected roads immediately. ·Install Lights on New
Roads: Streetlights should be
promptly installed along the newly concreted road near Mulund railway station. ·Enforce Legal
Accountability: Since MSEB rules
mandate uninterrupted power supply and public lighting for citizens, strict
action should be taken against officials turning a blind eye to these
regulations. ·Increase Police Patrols: Police must step up patrolling during the festive
period to crack down on gangs taking advantage of the darkness. To ensure the sacred period
of Ganeshotsav is celebrated with enthusiasm and to guarantee citizen safety,
the administration must take immediate cognizance of this issue and restore
lighting as quickly as possible—this is the earnest plea of all residents of

Mumbai Police is fully prepared to maintain law and order and
ensure a disciplined atmosphere across the city for the upcoming Ganeshotsav.
To connect with local Ganeshotsav mandals in the eastern suburbs and finalize
the security blueprint, a special coordination meeting was organized by the
Brihanmumbai Police Commissionerate (Eastern Region, Zone 2 & 3) on
Thursday, September 3, at Mahakavi Kalidas Natyagruh in Mulund (West).
The meeting commenced at 10:00 AM with the National Anthem and
the Maharashtra State Anthem. Police Inspector Mrs. Kalgave from Mulund Police
Station anchored the event, while Police Inspector Mrs. Maya Kalgave delivered
the introductory remarks. Additional Commissioner of Police (Eastern Region) Mr.
Dhananjay Kulkarni (IPS) presided over the meeting. Deputy Commissioner of
Police (Eastern Zone 3) Mr. Abhaysinh Deshmukh (IPS), Deputy Commissioner of
Police (Eastern Zone 2) Mr. Ganesh Shinde (MPS), and Deputy Commissioner of
Police (Traffic Branch, Eastern Suburbs) Mr. Pradeep Chavan (MPS) were key
dignitaries present on stage.
Awareness Drive Against Drugs and Cybercrime from the Festival
Stage
Prior to the main meeting, two vital guidance sessions were
conducted for the attendees and citizens:
Anti-Drug Awareness Campaign: Festival organizers were urged
to take the initiative in protecting youth from drug addiction. Attendees were
instructed to immediately inform the police if they suspect illicit drug
trafficking or secret cultivation in their areas.
Cyber Security: Practical advice was shared on protecting
citizens and volunteers from online financial fraud, digital arrests, and
social media rumors.
Felicitation of 5 Leading Mandals for Rule Compliance
Five prominent Ganeshotsav mandals from the eastern suburbs
were specially felicitated by the police administration for strictly adhering
to government rules and conducting impactful social welfare activities during
the 2025 festival:
Sarvajanik Ganeshotsav Samiti, Tagore Nagar, Vikhroli
(President: Mr. Sanjeev Bodhe): Distribution of food grains to orphanages,
educational kits to tribal schools, and organizing blood donation and health
check-up camps.
Sarvajanik Ganeshotsav Mandal, Patel Chowk, Ghatkopar East
(President: Mr. Amey Teli): Massive blood donation camps, disciplined
traditional processions, and social initiatives.

Clear Guidelines from Police and Traffic Departments
During the meeting, police officials interacted directly with
office bearers of the mandals and issued instructions to implement the
following key guidelines:
Permissions and Traffic Management: Mandals must secure
necessary permissions from the BMC, Police, and MSEDCL on time. Ensure that
pandals or welcome arches do not obstruct main road traffic.
Security and CCTV: Maintain separate queues for men and women
for crowd management. 24/7 CCTV surveillance must be functional around the
pandal, and badged volunteers must be deployed.
Noise and Light Pollution: Use loudspeakers strictly within
the time limits and decibel levels prescribed by the Hon’ble High Court. Laser
lights that cause eye strain or discomfort must be completely avoided.
Environment and Cleanliness: Prioritize eco-friendly idols and
perform immersions only in designated natural or artificial lakes.
The Brihanmumbai Municipal Corporation (BMC) assured that road
repairs/pothole filling on immersion routes, setting up dedicated Nirmalya
collection bins, maintaining cleanliness, and providing adequate lighting will
be taken care of.

पत्रकारिता का असली धर्म केवल खबरें परोसना नहीं, बल्कि
उस कड़वे सच को समाज के सामने लाना है जिसे रसूखदार और भ्रष्ट तंत्र मिलकर दबाने
की कोशिश करते हैं। आज मैं आपके सामने मुंबई के मुलुंड वेस्ट स्थित डॉ. आर. पी.
रोड का एक ऐसा सनसनीखेज मामला लेकर आया हूं, जहां 'जानकी
निकेतन' और 'श्रद्धा प्रिवा' (Priva Tower) नामक इमारतों के निर्माण में कानून, नियम
और इंसानियत तीनों की सरेआम धज्जियां उड़ाई गई हैं।
यह कहानी केवल एक अवैध इमारत या बिल्डर के लालच की नहीं है, बल्कि
यह उस दर्द की दास्तान है जिसमें एक पूरे परिवार की पुश्तैनी जमीन पर छल-कपट से
डाका डाला गया और प्रशासनिक अफसरों ने अपनी जेबें भरने के लिए जनता के अधिकारों की
बलि चढ़ा दी। आइए,
इस पूरे महाघोटाले की एक-एक परत खोलते हैं।
1. गावठान जमीन पर एसआरए का अवैध जाल और नियमों की धज्जियां
जमीनी हकीकत यह है कि यह पूरी इमारत एक पारंपरिक गावठान
प्लॉट पर खड़ी की गई है। विकास नियंत्रण एवं प्रोत्साहन नियमावली (DCPR 2034) के नियम 33(11)
और स्लम रिहैबिलिटेशन अथॉरिटी (SRA) के नियमों के अनुसार, किसी भी गावठान जमीन पर इस प्रकार का
एसआरए प्रोजेक्ट कानूनी रूप से मान्य हो ही नहीं सकता। इस तरह के प्रोजेक्ट के लिए
जमीन के सभी मूल मालिकों की सहमति (NOC) होना अनिवार्य है।
शुरुआत में टाउन प्लानिंग अथॉरिटी ने केवल अविभाजित क्षेत्र
पर ही सीमित विकास की अनुमति दी थी। लेकिन बिल्डर की हवस और एसआरए अधिकारियों की
मिलीभगत के चलते तमाम नियम-कायदों को ठंडे बस्ते में डाल दिया गया और बिना सभी
मालिकों की सहमति के गैर-कानूनी तरीके से प्रोजेक्ट की फाइलें पास करा ली गईं।
2. असली भू-मालिकों का सच: मां जानकी पाटिल और परिवार के हक पर डाका
इस विवादित जमीन का इतिहास और इसके असली मालिकों की कहानी
बेहद संवेदनशील है। यह प्रॉपर्टी मुलुंड वेस्ट के सीटीएस नंबर 791 (क्षेत्रफल 1645.10 वर्ग मीटर) और सीटीएस नंबर 791/1 (क्षेत्रफल 27.50 वर्ग मीटर) को मिलाकर कुल 1672.60 वर्ग मीटर में फैली हुई है। यह
पुश्तैनी जायदाद मूल रूप से स्वर्गीय रघुनाथ रामचंद्र पाटिल की थी, जिनका
निधन 27 जुलाई 1984 को हुआ था।
उनके निधन के बाद राजस्व रिकॉर्ड में उनकी पत्नी और बच्चों
के नाम बतौर कानूनी वारिस दर्ज हुए। इस परिवार में कुल 8
कानूनी वारिस (छह भाई और एक बहन) शामिल थे:
• पूज्य माताजी: श्रीमती जानकी
रघुनाथ पाटिल
• छह भाई और एक बहन: अरुण रघुनाथ
पाटिल, अशोक रघुनाथ पाटिल, नन्दू आर. पाटिल, दिलीप रघुनाथ पाटिल, विनोद
रघुनाथ पाटिल,
एक अन्य भाई, और इकलौती बहन श्रीमती शशीकला क. केणी।
• अन्य वैध वारिस: श्रीमती आशा
नरेंद्र पाटिल और कु. नीता नरेंद्र पाटिल।
इस पूरी पुश्तैनी संपत्ति का आज तक कोई कानूनी विभाजन (Partition) नहीं हुआ था। नियमतः अविभाजित संपत्ति में किसी एक व्यक्ति को बिना बाकी सभी
सह-मालिकों की लिखित सहमति के जमीन बेचने या डेवलप करने का अधिकार नहीं होता।
लेकिन लालच का खेल यहीं से शुरू हुआ। परिवार के ही एक सदस्य
यानी सबसे बड़े भाई अरुण पाटिल ने बिल्डर 'मेसर्स श्री मंगेश कंस्ट्रक्शंस' से
हाथ मिला लिया और अपनी पत्नी अरुणा अरुण पाटिल को उसी बिल्डर फर्म में पार्टनर बना
दिया।
इसके बाद तीन भाइयों — अरुण पाटिल, अशोक
पाटिल और दिलीप पाटिल ने बाकी सह-मालिकों (माताजी, बहन और अन्य भाइयों) को पूरी
तरह अंधेरे में रखकर, बिना उनकी एनओसी (NOC) लिए, पूरी
जमीन का अपना अविभाजित हिस्सा 'मेसर्स श्री मंगेश कंस्ट्रक्शंस' को
बेच दिया। यह सौदा पूरी तरह से गैर-कानूनी और अवैध था। आगे चलकर साल 2021 में
इस खेल में दो नए पार्टनर सुधीर मेहता और अजय नायक को भी शामिल कर लिया गया।
इसके बाद साल 2011 में 'मेसर्स श्री मंगेश कंस्ट्रक्शंस' ने
एमसीजीएम (MCGM)
से आईओडी (IOD) हासिल किया, जो 1672.60 स्क्वेयर यार्ड यानी लगभग 1398.50 वर्ग मीटर के लिए दर्शाया गया, जबकि
जमीन का कुल वास्तविक क्षेत्रफल 1672.60 वर्ग मीटर है। क्षेत्रफल की यह
हेराफेरी सीधे तौर पर कागजी जालसाजी को दर्शाती है। आज भी बीएमसी सिटीजन पोर्टल एक
चौकाने वाली स्थिति देखने को मिलेगी जिसमे डेवलपमेंट एग्रीमेंट निपा कॉ सोसाइटी का
अपलोड लिया है जब की जानकी निकेतन के नाम से iod दी गई है।
3. RERA महाघोटाला,
मृत मां का फर्जी शपथ पत्र और पते की हेराफेरी का सनसनीखेज
पर्दाफाश
खोजी पत्रकारिता के दौरान जब हमने इस पूरे प्रोजेक्ट के
कागजातों और RERA
रजिस्ट्रेशन की पड़ताल की, तो ऐसे रोंगटे खड़े कर देने
वाले खुलासे हुए जिसने पूरे प्रशासनिक तंत्र की कलई खोलकर रख दी है:
• मृत व्यक्ति का शपथ पत्र (Affidavit Fraud): वर्ष 2022 में SRA
के समक्ष जमा किया गया शपथ पत्र (Affidavit) 8 मूल जमीन मालिकों में से केवल 1 व्यक्ति, अरुण
पाटिल के हस्ताक्षर से दाखिल किया गया। जब कि अरुण पाटिल ने उनका अविभाजित हिसा
बेच चुके हैं तो वो हस्ताक्षर कैसे जब अरुण पाटिल ने उनका अविभाजित हिसा बेच चुके
हैं तो वो सिग्नेचर कैसे कर सकते हैं सबसे बड़ा और चौंकाने वाला फर्जीवाड़ा यह है
कि मुख्य मालकिन पूज्य माताजी श्रीमती जानकी पाटिल का निधन 2014 में
ही हो चुका था! अब सवाल यह उठता है कि जो मां 2014 में दुनिया छोड़ चुकी थीं, वे 2022 में
SRA के सामने शपथ पत्र (Affidavit) देने कैसे आ सकती हैं? उनके
नाम पर उनके बेटे अरुण पाटिल अकेले दस्तखत करके SRA और सरकारी एजेंसियों को कैसे
गुमराह कर सकते हैं?
• मुलुंड ईस्ट बनाम मुलुंड वेस्ट
(Address
Mismatch): साल 2006 में 1672.60 स्क्वेयर यार्ड के लिए जो
डेवलपमेंट एग्रीमेंट SRA में जमा कराई गई हैं, लेकिन पावर ऑफ अटॉर्नी दाखिल
नहीं की गई क्यों की उसमे पता मुलुंड ईस्ट का दिया गया है और १६७२।६० sq यार्ड
दिखाया गया है,
जबकि वास्तव में यह पूरी जमीन और विवादित प्रॉपर्टी 'मुलुंड
वेस्ट' में स्थित है! जगह और पते की यह हेराफेरी कागजों में जानबूझकर की गई ताकि असली
मालिकों और जांच एजेंसियों को भटकाया जा सके।
• RERA रजिस्ट्रेशन
(MahaRERA
No. P51800053257): इस पूरे जालसाजी और जाली कागजातों के
आधार पर इस प्रोजेक्ट का RERA रजिस्ट्रेशन (MahaRERA Registration No.
P51800053257) भी हासिल कर लिया गया। कोई भी आम नागरिक या सरकारी
एजेंसी MahaRERA
के पोर्टल पर जाकर इस नंबर की जांच कर सकती है।
• फर्जी बुनियाद पर खड़ा 'प्रिवा
टावर' (Priva
Tower): आज जिस विशाल 'श्रद्धा प्रिवा / प्रिवा टावर' का
धड़ल्ले से निर्माण किया जा रहा है, उसकी नींव केवल और केवल इन फर्जी affidavits, जाली पावर ऑफ अटॉर्नी और गैर-कानूनी मंजूरियों पर टिकी हुई है।
बतौर वरिष्ठ पत्रकार मेरे सीधे सवाल:
1. 2014 में
स्वर्गवासी हो चुकीं महिला के नाम पर 2022 में RERA अधिकारी शपथ पत्र कैसे स्वीकार कर सकते हैं? क्या अधिकारियों ने आंखें मूंद
रखी थीं या जेबें भर रखी थीं?
2. मुलुंड ईस्ट के एग्रीमेंट पर
मुलुंड वेस्ट की जमीन पर टावर खड़ा करने की इजाजत किस कानून के तहत दी गई?
3. RERA अथॉरिटी
ने बिना सभी 8 सह-मालिकों की सहमति और 100% सदस्यों के दस्तखत के बिना RERA No. P51800053257 कैसे जारी कर दिया?
4. CTSO (संजय निर्भवने) की संदिग्ध भूमिका और बेतुकी रिपोर्ट का पर्दाफाश
इस पूरे महाघोटाले में प्रशासनिक मिलीभगत की हद तब पार हो
गई जब एसआरए के भू-अभिलेख विभाग (Land Records) में CTSO (सिटी सर्वे एंड लैंड रिकॉर्ड्स ऑफिसर / DSLR) के पद पर कार्यरत संजय निर्भवने
द्वारा एक बेहद संदिग्ध और झूठी रिपोर्ट प्रस्तुत की गई।
इस रिपोर्ट के बिंदु क्रमांक 3 में
जो दावा किया गया है, वह अपने आप में कानूनी और तार्किक रूप से हैरान
करने वाला है:
रिपोर्ट में यह दर्शाया गया है कि अभिषेक तुरबाडकर, अनघा
टिपणीस और अरुणा पाटिल संपत्ति के मालिक हैं और वे तथा अन्य मालिक — अरुण पाटिल, अशोक
पाटिल और दिलीप पाटिल — स्वयं अपनी ही ज़मीन 'मेसर्स मंगेश कंस्ट्रक्शंस' को
बेच रहे हैं।
सबसे बड़ा सवाल यह उठता है कि दुनिया के इतिहास में ऐसा
पहली बार हुआ होगा कि दूसरों की जमीन पर झूठा दावा ठोक कर खुद को मालिक बताया जाए
और फिर अपनी ही फर्म (जिसमें वे स्वयं पार्टनर हैं) को वह जमीन बेच दी जाए!
सबसे बड़ा घालमेल यह है कि इस तथाकथित बिक्री का कोई वैध
एग्रीमेंट, स्टांप ड्यूटी का भुगतान या लीगल रजिस्ट्रेशन किसी भी सरकारी विभाग में मौजूद
ही नहीं है। यानी अरुण पाटिल, अशोक पाटिल, दिलीप
पाटिल, अनघा टिपणीस,
अभिषेक विजय तुरबाडकर और अरुणा अरुण पाटिल द्वारा मंगेश
कंस्ट्रक्शंस के पार्टनर्स के नाम कोई वैध बिक्री एग्रीमेंट हुआ ही नहीं है। यह सब
केवल कागजों और हवा में गढ़ा गया सफेद झूठ है।
इतने जिम्मेदार पद पर बैठे CTSO संजय निर्भवने ने कैसे बिना
किसी पुख्ता दस्तावेज के रिपोर्ट में ऐसी झूठी और मनगढ़ंत बातें लिख दीं? इससे
यह साफ जाहिर होता है कि CTSO संजय निर्भवने पर या तो भारी राजनीतिक
दबाव था या फिर उन्होंने 'मेसर्स मंगेश कंस्ट्रक्शंस' और
रसूखदार राजनीतिक समर्थकों से भारी सांठगांठ करके यह फर्जी रिपोर्ट तैयार की है।
5. दस्तावेजों की हेराफेरी, फर्जी शपथ पत्र और आर्किटेक्ट का फ्रॉड
प्रॉपर्टी कार्ड और एसआरए के सरकारी दस्तावेजों में भारी
हेराफेरी की गई है। डेवलपर फर्म 'मेसर्स श्री मंगेश कंस्ट्रक्शंस' के
पार्टनर्स में अभिषेक विजय तुरबाडकर, अनघा राजन टिपणीस और अरुणा अरुण पाटिल
शामिल हैं।
इस पूरे फर्जीवाड़े का मुख्य सूत्रधार रहा आर्किटेक्ट विजय
डी. तुरबाडकर। दिलचस्प और चौंकाने वाली बात यह है कि आर्किटेक्ट विजय तुरबाडकर का
अपना बेटा अभिषेक विजय तुरबाडकर इस मंगेश कंस्ट्रक्शंस में पार्टनर है!
आर्किटेक्ट विजय तुरबाडकर ने पद का दुरुपयोग करते हुए एसआरए
के सामने झूठे शपथ पत्र (Affidavits) प्रस्तुत किए और 'मेसर्स
मंगेश कंस्ट्रक्शंस' को ही पूरी प्रॉपर्टी का सर्वेसर्वा मालिक दर्शा
दिया, जबकि प्रॉपर्टी कार्ड पर दर्जनों वारिसों के नाम स्पष्ट रूप से दर्ज हैं। DCPR 2034 के नियम 33(11)
को ताक पर रखकर, बिना असली सह-मालिकों की सहमति
के, फर्जी कागजातों के दम पर प्रोजेक्ट की मंजूरी हासिल कर ली गई।
6. प्रशासनिक सांठगांठ और प्रीमियम में छूट का खेल
सरकारी फाइलों से साफ उजागर होता है कि एसआरए के अधिकारियों
(जिनमें एस. एन. गायकवाड़, यू. डी. कडुकर, एम.
ए. वाणी, एल. पी. मानेकर आदि शामिल हैं) ने बिल्डर को फायदा पहुंचाने में कोई कसर नहीं
छोड़ी।
7. बॉम्बे हाईकोर्ट का कड़ा रुख, वकीलों की आक्रामक पैरवी और SRA CEO पर गाज
जब पीड़ित पक्ष को प्रशासनिक गलियारों से न्याय नहीं मिला, तो
उन्होंने अदालत का दरवाजा खटखटाया। बॉम्बे हाईकोर्ट में सिविल अपीलीय
क्षेत्राधिकार के तहत रिट याचिका नंबर 12386/2022 दायर की गई, जिसका
शीर्षक है: 'शशीकला कमलाकर केणी व अन्य बनाम महाराष्ट्र राज्य व अन्य'।
माननीय हाईकोर्ट में याचिकाकर्ताओं की ओर से वरिष्ठ
अधिवक्ता मयूर खांडेपारकर और अधिवक्ता शशांक पी. बोराडे ने बेहद आक्रामक और ठोस
सबूतों के साथ पैरवी की। मामले की गंभीरता और इस बड़े पैमाने पर हुई जालसाजी को
देखकर माननीय न्यायमूर्ति एम. एस. कर्णिक और न्यायमूर्ति संदेश डी. पाटिल की
खंडपीठ ने अत्यंत कड़ा रुख अपनाया। कोर्ट ने SRA की कार्यप्रणाली पर कड़े सवाल
उठाए और SRA
CEO की खिंचाई करते हुए सख्त लहजे में निर्देश दिया कि एसआरए, बांद्रा
के मुख्य कार्यकारी अधिकारी (CEO) के समक्ष जो आवेदन लंबित है, उस

8. आम जनता के लिए बुनियादी सुविधाओं का नर्क: सड़क पर बहता सीवेज का पानी
इस अवैध और विशाल टावर के निर्माण ने केवल मूल भू-मालिकों
को ही नहीं छला,
बल्कि आसपास रहने वाले आम नागरिकों का जीवन भी नर्क बना
दिया है।
मुलुंड की इस गली में सीवेज और ड्रेनेज लाइन पुरानी छोटी
इमारतों की क्षमता के हिसाब से बनी थी। लेकिन बिना सही टाउन प्लानिंग के खड़ा कर
दिए गए इस गगनचुंबी टावर का लोड पुरानी ड्रेनेज लाइन सहन नहीं कर पा रही है। नतीजा
यह है कि हर दूसरे-तीसरे दिन ड्रेनेज चैंबर ओवरफ्लो हो जाता है।
गंदा और बदबूदार पानी मुख्य सड़क पर बहने लगता है। मुलुंड
स्टेशन आने-जाने वाले हजारों आम यात्रियों, महिलाओं और स्कूली बच्चों को इस
बदबूदार गंदगी और कीचड़ के बीच से गुजरना पड़ता है। स्थानीय लोगों द्वारा बार-बार
शिकायत करने के बावजूद प्रशासन ने आज तक इसका कोई स्थायी समाधान नहीं निकाला।
हमारी सभी हाउसिंग सोसायटियों और आम नागरिकों से भी अपील है
कि वे ऐसे धोखाधड़ी करने वाले बिल्डरों, RERA के फर्जी दावों और ऐसी
गैर-कानूनी स्कीमों से पूरी तरह सतर्क और सावधान रहें।
