मुलुंड पश्चिम, रेलवे स्टेशन के समीप झवेर रोड और जे.एन. रोड परिसर में पिछले तीन से चार महीनों से प्रतिदिन शाम होते ही अंधेरे का साया छा जाता है। स्थानीय नागरिकों के अनुसार रोज शाम 7:00 बजे से रात 12:00 बजे के बीच 1 से 2 घंटे बिजली आपूर्ति बाधित रहती है। क्षेत्र के रहवासी इसे “लोड सेटिंग” का नाम दे रहे हैं, जबकि बिजली वितरण कंपनी Maharashtra State Electricity Distribution Company Limited (MSEDCL / महावितरण) की ओर से इसे औपचारिक रूप से स्वीकार नहीं किया जा रहा है।

लगातार ट्रिप हो रहे ट्रांसफॉर्मर

बताया जरह है कि मुलुंड पश्चिम रेलवे स्टेशन के बगल स्थित ट्रांसफॉर्मर तथा जे.एन. रोड स्थित कोटेश्वर प्लाज़ा परिसर के ट्रांसफॉर्मर बार-बार ट्रिप हो रहे हैं।
26 फरवरी २०२६ को रात 11:30 बजे बिजली गुल हुई और 1:00 बजे बहाल की गई।
आज 27 फरवरी २०२६ को रात 9:30 बजे आपूर्ति बाधित हुई और लगभग 10:17 बजे बिजली वापस आई।

यह स्थिति कोई अपवाद नहीं, बल्कि पिछले कई महीनों से लगभग रोज का क्रम बन चुकी है। मुलुंड महावितरण की लापरवाही।

व्यावसायिक और सामाजिक जीवन प्रभावित

यह इलाका केवल आवासीय नहीं है। यहां कई अस्पताल, बैंक, एटीएम, कोचिंग क्लासेस, दूध डेयरियां, रेस्टोरेंट और छोटे-बड़े व्यवसाय संचालित हैं।
बिजली कटौती के दौरान—

• अस्पतालों में मरीजों को असुविधा होती है,
• बैंकिंग और एटीएम सेवाएं बाधित होती हैं,
• दुकानदारों और रेस्टोरेंट का कारोबार प्रभावित होता है,
• विद्यार्थियों की पढ़ाई पर असर पड़ता है।

स्थानीय व्यापारी संगठनों का कहना है कि “जब बिल पूरी राशि के साथ समय पर वसूला जाता है, तो बिजली आपूर्ति में इस प्रकार की अनियमितता क्यों?”

महावितरण का जवाब

नागरिकों द्वारा संपर्क करने पर महावितरण की ओर से प्रायः यह जवाब दिया जाता है कि “लोड सेटिंग नहीं है, जांच की जा रही है।”
लेकिन सवाल यह उठता है कि यदि लोड सेटिंग नहीं है, तो फिर ट्रांसफॉर्मर लगातार ट्रिप क्यों हो रहे हैं? क्या क्षेत्र की बढ़ती आबादी और व्यावसायिक विस्तार के अनुरूप विद्युत अधोसंरचना को उन्नत नहीं किया गया?

स्थायी समाधान की मांग

स्थानीय नागरिकों ने मांग की है कि:

1.     संबंधित ट्रांसफॉर्मरों का तकनीकी ऑडिट कराया जाए।

2.    यदि क्षमता कम है तो उच्च क्षमता वाले ट्रांसफॉर्मर स्थापित किए जाएं।

3.   क्षेत्र में होने वाली कटौती की पूर्व सूचना सार्वजनिक की जाए।

4.   समस्या का स्थायी समाधान समयबद्ध योजना के साथ घोषित किया जाए।

मुलुंड पश्चिम जैसे घनी आबादी वाले और व्यावसायिक दृष्टि से महत्वपूर्ण क्षेत्र में प्रतिदिन की यह अंधेरी शामें केवल असुविधा नहीं, बल्कि प्रशासनिक जवाबदेही पर भी प्रश्नचिह्न हैं। अब देखना यह है कि MSEDCL / महावितरण इस गंभीर मुद्दे पर कब ठोस और पारदर्शी कदम उठाता है।

Mumbai Family Appeals to Police and RBI After Wrong Deposit Refund Delayed — New Domain Raises Consumer Alert

A senior citizen’s family from Mulund has appealed to the Mumbai Police and the Reserve Bank of India (RBI) to take immediate action in a case involving a ₹.7,000 wrong deposit that remains unreturned for nearly three months. The complainant, Ms. Priyadarshini S. Dutta (Account No. 333001505985), alleges prolonged inaction from the concerned individual and banking authorities, and has now requested criminal proceedings for dishonest retention of funds.

The Incident

According to Ms. Dutta’s written statement, on 13 August 2025, she mistakenly deposited ₹.7,000 into another person’s account while using an ICICI Bank Cash Deposit Machine (CDM) at Vasant Garden, Mulund (West).
Due to a two-digit input error, the amount was credited to the account of Mr. Santanu Kumar Pal (A/c No. 333001505895), who reportedly holds an account at ICICI Bank’s Saki Vihar Branch.

Upon realizing the mistake, Ms. Dutta immediately informed the bank. Deputy Branch Manager Ms. Purva Mane and Branch Manager Mr. Kalpesh Prajapati initiated communication with Mr. Pal, who initially acknowledged receiving the funds but did not provide written consent to reverse the transaction.

Despite repeated follow-ups by the complainant and the bank’s staff, the funds have not been returned to date. Ms. Dutta says that Mr. Pal has now stopped responding to calls and messages and has allegedly blocked the complainant’s contact numbers. Appeal to Authorities

In view of this, Ms. Dutta has submitted representations to:

• The Reserve Bank of India’s Banking Ombudsman,
• The Senior Management of ICICI Bank, and
• The Mumbai Police Economic Offences Wing (EOW) and Cyber Crime Cell,
  seeking action under relevant provisions of the Banking Regulation Act and Indian Penal Code (Sections 403 and 406) for criminal misappropriation and breach of trust.

“We are not asking for sympathy, only justice. My father, a senior citizen recovering from surgery, depends on this money for medical expenses. Even after acknowledging the mistake, the person refuses to return it. This is morally and legally wrong,” Ms. Dutta told Power Publication Studio.

Consumers are therefore advised to verify official URLs, phone numbers, and payment channels before conducting any transactions or bookings to avoid potential fraud or impersonation.

मुलुंड (पूर्व) की रहने वाली 70 वर्षीय वरिष्ठ नागरिक श्रीमती लीलाबाई नारायण पिपरिया अपने ही बेटों और बहुओं की धोखाधड़ी, अत्याचार और मानसिक उत्पीड़न की शिकार बनी हुई हैं।
अपने जीवन की सारी पूँजी और मेहनत से घर और दुकानें खरीदने वाली यह माँ, आज न्याय की गुहार लगा रही है।

1994 में पति के निधन के बाद लीलाबाई ने अकेले ही अपने छह बच्चों को पाला-पोसा, पढ़ाया-लिखाया और खड़ा किया। उन्होंने ईमानदारी और कड़ी मेहनत से दो घर और दो दुकानें खरीदीं। मगर आज वही बेटे - अशोक नारायण पिपरिया और किशोर नारायण पिपरिया, तथा उनकी पत्नियाँ आशा और सीमा, उन्हें उनकी ही संपत्ति से बेदखल करने की साजिश कर दी।

 

यह सब विश्वासघात, धोखाधड़ी, बनावट दस्तावेज़ तैयार करने और वरिष्ठ नागरिक अत्याचार अधिनियम 2007 के तहत गंभीर अपराध की श्रेणी में आता है।

लीलाबाई ने इस पूरे मामले की शिकायत नवघर पुलिस स्टेशन, मुलुंड, एसीपी, डीसीपी, मुंबई पुलिस आयुक्त, तथा मुख्यमंत्री और उपमुख्यमंत्री को दी है।
उन्होंने मांग की है कि —

• बेटों और बहुओं पर IPC 406, 420, 468, 471, 500 और वरिष्ठ नागरिक संरक्षण अधिनियम 2007 के तहत केस दर्ज किया जाए।
• उन्हें पुलिस सुरक्षा दी जाए।

 

पूरे इलाके में इस घटना को लेकर गुस्सा और संवेदना है। लोग कह रहे हैं —
“एक माँ को इंसाफ मिलना चाहिए, और जिन्होंने उसके साथ अन्याय किया है उन्हें सज़ा मिलनी चाहिए!”

यह कहानी सिर्फ एक माँ की नहीं है —
यह उन सभी माता-पिता की है जो उम्र के अंतिम पड़ाव में अपने ही बच्चों से अपमान झेलते हैं।

👉 हर माता-पिता को संपत्ति बाँटते समय कानूनी दस्तावेज़ पक्के करने चाहिए।
👉 बच्चों द्वारा माता-पिता से धोखा या उत्पीड़न करना सिर्फ नैतिक नहीं, बल्कि कानूनी अपराध है।
👉 शासन और समाज को ऐसे मामलों में त्वरित हस्तक्षेप और न्याय सुनिश्चित करना चाहिए।
