Mumbai 21st August 2025 : The Brihanmumbai Municipal Corporation (BMC) has long held up its public toilet network as a testament to its commitment to sanitation and citizen welfare. Yet, a recent on-the-ground investigation reveals a disturbing reality: a systematic exploitation of Mumbaikars, particularly women’s, by contractors who are openly flouting civic body rules and regulations, all while the authorities seem to be turning a blind eye.

 

The public toilets, intended to be a free-of-cost service for a city grappling with limited open spaces, have been transformed into a "Pay-and-Use" racket, where contractors are demanding exorbitant fees, particularly for a service that, as per BMC's own guidelines, should be free.

 

The Human Urgency: A Moment of Crisis

Beyond the broken rules and regulations lies a far more critical issue: the human situation. Imagine a person in the throes of a biological emergency. For a normal human being, the sudden, urgent need to urinate is a moment of singular focus. All conversations, all distractions, all good or bad news fades into the background. The only thought is to find a toilet, and quickly. The mental stress in that moment is a powerful, primal urge. You are not a customer; you are a person in a state of distress, seeking immediate relief.

 

Now, consider a person with a medical condition like diabetes. Frequent urination is a common symptom, and the urgency can be unpredictable and intense. The need is not just a mild inconvenience; it is a physiological command that cannot be ignored. The body is in a state of stress, and the mind is entirely preoccupied with finding a solution.

 

This is the state of being when a person rushes to a public toilet, their body and mind screaming for a basic, private moment of relief. But instead of an open door, they are met with a contractor, a human barrier to a fundamental need. "First pay, then enter," is the cold, unsympathetic demand.

 

The Trauma of a Transactional Emergency

The mental and physical trauma in that instant is immeasurable. The sudden halt, the demand for money, the negotiation, the anger-it all compounds the existing physiological stress. The person's health, already under strain, can be further impacted by this mental trauma. What should be a quick and seamless process becomes a moment of conflict and humiliation. The anger, the frustration, the feeling of being "looted" at one's most vulnerable moment-it's a recipe for a complete mental breakdown.

 

This is not a simple transaction for a cup of tea or a snack. This is the monetizing of a basic human need, and it is being done in a way that is not only illegal but also psychologically damaging.

 

The Law vs. The Loot

According to the Brihanmumbai Municipal Corporation’s (BMC) own "Memorandum of Understanding" with Community Based Organizations (CBOs) for the operation and maintenance of public toilets, a critical clause explicitly states: "urinal facility shall be provided free of cost." This is the fundamental tenet of the city's sanitation policy, designed to prevent open urination and ensure public hygiene. The BMC's own policy for its toilets dictates a "pay-and-use" model for the use of latrines and bathing facilities, but urinals are a public good, meant to be free.

 

However, the ground reality is a complete betrayal of this principle.

At the public toilet in D-Ward, near the Marine Drive Chowpatty Police Bite Chowky, a contractor is brazenly charging Rs. 10/- by (Cash/UPI) without receipt for women to use the urinal. This is not just a breach of contract; it is an act of defiance against a policy meant to provide a basic dignity to citizens. The justification for these public facilities is that no one should be forced to urinate in open spaces. By monetizing this essential service, contractors are effectively making it a choice between paying a steep price or resorting to public urination, which is a punishable offense under BMC’s own bylaws.

 

The problem is not confined to civic body-run toilets. It extends to the facilities on railway property, where the rules should also be aligned with the public's right to sanitation. At Dadar railway station, a major interchange for both Central and Western Railway commuters, the contractor operating the toilet on the bridge is charging Rs. 5 to ladies and Rs. 2 to gents. While railway rules may differ but it comes under BMC, the principle of affordable and accessible sanitation remains paramount. The question is, where is the oversight from the railway authorities and is there any coordination with the BMC to ensure uniform and fair pricing?

The Unanswered Questions

The blatant disregard for established rules raises serious questions about the accountability of public officials. Who is responsible for the periodic inspection of these facilities? Are the D-Ward Assistant Commissioner and the Solid Waste Management Department officials aware of this exploitation? Do they have a mechanism for regular audits of these pay-and-use facilities?

 

An overhaul of the system is urgently needed. The BMC must take immediate and decisive action against these errant contractors. The contracts of those found in violation of the "free urinal" rule should be terminated without delay. Furthermore, a clear, standardized tariff for all public toilets-both BMC and railway-run-must be displayed prominently at every facility.

 

The BMC must not only penalize the contractors but also hold accountable the officers who have failed in their duty to enforce the law. The residents of Mumbai deserve a transparent and accountable system, where access to basic sanitation is not a source of profit but a fundamental right. It is time for the BMC to step up and prove that its commitment to Swachh Bharat is more than just a slogan on paper. The general public is being looted, and the responsibility to stop this offence rests squarely with the authorities.

 

The Unspoken Haptas: Where the Money Trail Ends

While the immediate culprits are the contractors on the ground, the rot extends far deeper into the system. It is an open secret in Mumbai that public toilet contracts are not awarded based on merit alone. The process is often a nexus of political influence and corruption. Contractors who secure these lucrative contracts are often backed by local corporators, MLAs, MP’s or even influential political figures. This political patronage serves a dual purpose: it guarantees the contract and, more insidiously, provides cover for the contractor to flout rules. In return, a portion of the illicit earnings-the "hafta" or monthly extortion-is paid to the very political workers and officials who are supposed to be enforcing the rules. This creates a vicious cycle where a small-time contractor, eager to make a profit, is forced into a system of corruption, and the authorities, compromised by their own greed, ignore the very violations they are meant to prevent. This systemic corruption is the true reason why complaints go unheard and rules are openly broken, with the common citizen ultimately paying the price, both literally and figuratively.

मनपा की नींद तोड़ने 'भीख मांगो आंदोलन' — मुलुंड पुल निर्माण के लिए कांग्रेस का तीखा हमला

मुंबई महानगरपालिका की निष्क्रियता और रेलवे विभाग की सुस्ती ने जनता की सहनशीलता की सारी सीमाएं तोड़ दी हैं। मुलुंड पूर्व-पश्चिम पादचारी पुल का निर्माण बीते एक वर्ष से निधि अभाव के कारण ठप पड़ा है, जिससे रोज़ाना हज़ारों नागरिकों को भारी परेशानी का सामना करना पड़ रहा है। इसी के विरोध में मुंबई कांग्रेस ने अनोखा और प्रतीकात्मक लेकिन तीखा आंदोलन छेड़ते हुए — मनपा को पैसे देने के लिए जनता से ‘भीख’ मांगी।



यह दृश्य किसी फिल्मी दृश्य से कम नहीं था — हाथों में कटोरे, पोस्टर, “Donate for MCGM” की तख्तियाँ और नारे गूंजते रहे:

"मनपा सोती रही, जनता रोती रही!"
"भीख मांगकर पुल बनवाएंगे — मनपा को जगाएंगे!"

कांग्रेस ने कड़ा तंज कसा — ‘देश की सबसे अमीर मनपा को भीख क्यों?’

आंदोलन का नेतृत्व कर रहे मुंबई कांग्रेस के सचिव राजेश इंगले ने कहा:

मुंबई महानगरपालिका को एशिया की सबसे अमीर नगरपालिका कहा जाता है। फिर भी एक आवश्यक पादचारी पुल के लिए सालभर से वह ₹9.44 करोड़ की राशि नहीं दे पा रही? यह शर्मनाक है। हमने प्रतीकात्मक रूप से लोगों से चंदा मांगकर मनपा को आईना दिखाया है। जनता अब जाग चुकी है, मनपा को जवाब देना होगा।”



रेलवे और मनपा के बीच फुटबॉल बन गई जनता

यह पुल रेलवे की भूमि पर बन रहा है, पर इसकी ज़िम्मेदारी दोनों विभागों की है। रेलवे ने यह साफ़ किया कि जब तक मनपा निधि नहीं देती, कार्य नहीं हो सकता। दूसरी ओर मनपा दावा करती रही कि फ़ाइल प्रक्रिया में है। इस राजनीतिक और प्रशासनिक खींचतान में, पुल निर्माण पूरे एक वर्ष से रुका पड़ा है।



नतीजा — नागरिक या तो रेलवे टिकट खरीदकर मजबूरी में प्लेटफॉर्म पार करें या मीलों दूर घूमकर वैकल्पिक पुलों का उपयोग करें।

प्रभाव पड़ा आंदोलन का — निधि मिली, काम शुरू!

इस आक्रामक विरोध प्रदर्शन के दो दिन बाद ही बीएमसी प्रशासन हरकत में आया और रुकी हुई निधि जारी की गई। आंदोलन के बाद ₹3 करोड़ की निधि तुरंत जमा की गई और शेष जल्द मिलने का आश्वासन दिया गया।



मुंबई कांग्रेस प्रवक्ता भरत सोनी ने बताया कि,

हमारा आंदोलन केवल प्रतीकात्मक नहीं था, यह एक चेतावनी थी। मनपा अगर जनता की बुनियादी ज़रूरतों को नजरअंदाज़ करेगी, तो हर बार जनता ही उसे ज़वाब देगी — चाहे कटोरे से ही क्यों न हो।”



आंदोलन में कौन-कौन शामिल रहा?

इस अनोखे विरोध में कांग्रेस के कई वरिष्ठ नेताओं और कार्यकर्ताओं ने भाग लिया, जिनमें शामिल थे:

मुंबई जैसी महानगर में अगर पुल के लिए भी लोगों को ‘भीख’ मांगनी पड़े, तो यह केवल एक प्रशासनिक असफलता नहीं, बल्कि जनता की पीड़ा पर शासन का तमाचा है। कांग्रेस ने इस आंदोलन से न केवल मनपा को झकझोरा, बल्कि भविष्य में जनता की ताकत का संदेश भी दे दिया — अब चुप नहीं बैठेंगे!

मुंबई में महानगरपालिका द्वारा कबूतरखाना बंद करने के आदेश के खिलाफ रविवार को कुलाबा जैन मंदिर परिसर से एक विशाल शांतिपूर्ण रैली निकाली गई। धार्मिक भावनाओं और जीवदया की परंपरा के समर्थन में निकली इस रैली में हज़ारों लोगों ने भाग लिया। आयोजक : समाजसेवी श्रेणिककुमार हेमराज जैन बांकली,  डीलाई रोड स्थित यंग जीवदया जैन फाउंडेशन और सुरेश पटवारी तखतगढ़ युवा मंच.  कार्यक्रम की शुरुआत नवकार मंत्र के मंगलाचरण से हुई और यह आयोजन पूज्य आचार्य विजय रैवतसूरीजी महाराज एवं राष्ट्रीय संत निलेशचंद्र विजयजी महाराज की आध्यात्मिक निश्रा में संपन्न हुआ।


संत निलेशचंद्र विजयजी महाराज ने रैली को संबोधित करते हुए चेताया कि यदि 8 अगस्त को मुंबई हाईकोर्ट का फैसला कबूतरखाने के पक्ष में नहीं आता है, तो वे 10 अगस्त रविवार को दादर कबूतरखाना पर आमरण अनशन पर बैठेंगे। उन्होंने इसे देश की सांस्कृतिक और धार्मिक परंपरा पर चोट करार दिया।

इस आंदोलन का नेतृत्व कर रहे समाजसेवी श्रेणिककुमार हेमराज जैन बांकली ने मीडिया से बात करते हुए कहा, “सरकार को आंखें मूंदकर ऐसे फैसले नहीं लेने चाहिए। कबूतरों को दाना देना भारत की सदियों पुरानी संस्कृति और जीवदया पर आधारित धर्म का अभिन्न हिस्सा है।” उन्होंने इसे संवेदनहीन प्रशासनिक कदम बताया।


युवा मंच और फाउंडेशन का समर्थन
डीलाई रोड स्थित यंग जीवदया जैन फाउंडेशन और सुरेश पटवारी तखतगढ़ युवा मंच ने भी इस रैली को समर्थन दिया। इन संस्थाओं ने देशभर के जीवदया प्रेमियों से अपील की है कि वे कबूतर बचाओ अभियान” को राष्ट्रीय आंदोलन का रूप दें और अपने-अपने क्षेत्रों में इसे सशक्त रूप से आगे बढ़ाएं।

इस मुद्दे पर कानून भी जीवों के साथ दया का समर्थन करता है। पशु क्रूरता रोकथाम अधिनियम, 1960 के अनुसार किसी भी पशु के साथ मारपीट, भूखा रखना, या उचित देखभाल के बिना छोड़ना कानूनी अपराध है। यह अधिनियम न केवल पशुओं के कल्याण को बढ़ावा देता है, बल्कि नागरिकों को उनके प्रति करुणा और जिम्मेदारी के साथ व्यवहार करने के लिए प्रेरित करता है।
 
निष्कर्ष
मुंबई दादर के कबूतरखानों पर उठे सवाल अब केवल एक प्रशासनिक निर्णय नहीं, बल्कि एक सांस्कृतिक, धार्मिक और मानवीय मुद्दा बन चुके हैं। आने वाले दिनों में हाईकोर्ट का फैसला इस आंदोलन की दिशा तय करेगा, लेकिन फिलहाल यह स्पष्ट है कि देश के हजारों जीवदया प्रेमी इस परंपरा की रक्षा के लिए एकजुट हो चुके हैं।

A major landslide occurred early this evening in the mountainous area of Khindi Pada, Bhandup West, opposite Omega School. The incident led to the collapse of a production (retaining) wall along with part of a residential structure situated at the top of the wall

 

Local authorities, including officials from the Brihanmumbai Municipal Corporation (BMC) and Mumbai Bhandup Police, rushed to the scene immediately upon receiving reports of the landslide. Thankfully, no casualties or injuries have been reported so far. Said Bhandup police Officer

 

According to initial information, the landslide was likely triggered due to continuous rainfall over the past few days, weakening the soil structure in the hilly region. One house sustained damage, but all residents were safely evacuated in time.

 

Police personnel and BMC disaster management teams are on-site, assessing the extent of damage and ensuring safety precautions are in place to prevent further incidents. Barricades have been set up, and nearby residents are being advised to remain alert and cooperate with emergency services.

 

Authorities are monitoring the situation closely and are expected to issue further advisories if necessary.

Major Accident Averted in Mulund West — Huge Tree Branch Breaks Outside Veena Nagar Gate, No Casualties Reported

मुलुंड पश्चिम स्थित वीणा नगर के मुख्य गेट के बाहर एक पुराने और विशाल वृक्ष की एक बड़ी और भारी शाखा तेज़ तूफानी हवाओं के चलते मुख्य वृक्ष से टूटकर ज़मीन पर गिर गई और पूरा रास्ता बंद हो गया।

हालांकि, इस दुर्घटना में किसी के जानमाल को कोई नुकसान नहीं हुआ है, लेकिन मालसंपत्ति की भारी हानि हुई है। गनीमत रही कि घटना के समय वहां बहुत कम फेरीवाले मौजूद थे, वरना बड़ी जानहानि हो सकती थी।

घटना की सूचना मिलते ही अग्निशमन दल मौके पर पहुंच गया और तत्काल बचाव कार्य शुरू कर दिया। आप इस घटना से जुड़ा दृश्य हमारे वीडियो में देख सकते हैं।

प्रश्न यह उठता है कि हर वर्ष मानसून से पहले वृक्षों की छटाई (Tree Trimming) के नाम पर बीएमसी (बृहन्मुंबई महानगरपालिका) की ओर से अभियान चलाया जाता है। इसमें बड़े स्तर पर लकड़ी काटकर उसका आर्थिक लाभ लिया जाता है, लेकिन जिन वृक्षों को लेकर नागरिकों द्वारा समय रहते शिकायत की जाती है, और जिनकी स्थिति ख़तरनाक बताई जाती है — उन पर जानबूझकर ध्यान नहीं दिया जाता।

इस वृक्ष के बारे में भी स्थानीय नागरिकों द्वारा समय रहते चेतावनी दी गई थी, लेकिन बीएमसी के अधिकारियों ने इसे नजरअंदाज किया। अब जब यह बड़ा हादसा होते-होते टला है और संपत्ति को नुकसान पहुंचा है, तो सवाल यह है कि इसकी ज़िम्मेदारी किसकी है?

क्या बीएमसी और उसके संबंधित अधिकारी इस नुकसान की जवाबदेही लेंगे? क्या केवल कागज़ी कार्रवाई और लीपापोती से बात खत्म कर दी जाएगी?

नागरिकों की मांग है कि इस मामले की निष्पक्ष जांच हो और जिन अधिकारियों ने लापरवाही की है, उनके खिलाफ कड़ी कार्रवाई की जाए।

A major accident was narrowly avoided outside the main gate of Veena Nagar in Mulund West when a large and heavy branch from an old and massive tree broke off due to strong stormy winds and fell to the ground, completely blocking the road.

Fortunately, there were no casualties or injuries in this incident. However, there has been significant damage to property. Luckily, there were very few street vendors present at the time of the incident — otherwise, the outcome could have been much worse.

Upon receiving information about the incident, the fire brigade promptly arrived at the scene and immediately began rescue and clearance operations. You can see visuals related to this incident in our video coverage.

This raises the question: every year before the monsoon, the BMC (Brihanmumbai Municipal Corporation) launches a campaign in the name of tree trimming. While large-scale wood cutting is carried out under this campaign — often for economic benefit — trees that are actually flagged by citizens as dangerous are often deliberately ignored.

In this particular case too, local residents had issued timely warnings about the condition of this tree, but BMC officials chose to ignore it. Now that a major disaster has been averted and property has been damaged, the question arises — who is responsible?

Will the BMC and its concerned officials take responsibility for this loss? Or will it all be buried under paperwork and formality?

Citizens are demanding a fair and impartial investigation into the matter, and strict action against the officials whose negligence led to this situation.

Mulund, June 10, 2025 – The sacred premises of Kankeshwar Mahadev Mandir at Kadam Pada, Mulund, witnessed a spiritually charged and vibrant atmosphere as a large number of married women gathered on the auspicious occasion of Vad Purnima to perform traditional rituals with deep devotion and faith.
 
Draped in festive sarees and adorned with traditional ornaments, women came together early in the morning to offer prayers under the Vad (banyan) tree, seeking the long life and well-being of their husbands. The rituals began with a ceremonial puja of Lord Shiva and the sacred banyan tree, followed by the symbolic tying of threads around the tree while chanting stories from the Savitribai-Satyavan katha – a central part of Vad Purnima's significance.
Organized by the temple trust and supported by local volunteers, the event saw active participation from residents across Mulund and neighboring areas. The temple was beautifully decorated with flowers and lights, enhancing the festive spirit and reverence of the occasion.
 
The Significance of Vad Purnima
Vad Purnima, also known as Vat Purnima, is a widely celebrated Hindu festival primarily observed in Maharashtra, Gujarat, and parts of South India. On this day, married women fast and pray for the longevity, prosperity, and health of their husbands, drawing inspiration from the legendary devotion of Savitri, who is believed to have brought her husband Satyavan back to life from the clutches of Yama, the God of Death.

मुलुंड, 10 जून 2025 – कदमपाड़ा स्थित कणकेश्वर  महादेव मंदिर में मंगलवार को वट पूर्णिमा के पावन अवसर पर भारी संख्या में विवाहित महिलाओं ने बड़ी श्रद्धा और आस्था के साथ परंपरागत विधियों से पूजा-अर्चना की। मंदिर परिसर में सुबह से ही श्रद्धालुओं की भीड़ उमड़ पड़ी, जिससे वातावरण भक्तिमय और उत्सवपूर्ण हो गया।
 
पारंपरिक परिधानों और गहनों से सजी महिलाएं सुबह-सवेरे मंदिर पहुंचीं और वट वृक्ष की पूजा कर अपने पति की दीर्घायु, सुख-समृद्धि और अच्छे स्वास्थ्य की कामना की। महिलाओं ने विधिपूर्वक वट वृक्ष की परिक्रमा कर पवित्र धागे बांधे और सावित्री-सत्यवान की कथा का श्रवण किया, जो इस पर्व का मुख्य आधार है।
 
इस आयोजन का संचालन मंदिर ट्रस्ट और स्थानीय स्वयंसेवकों द्वारा किया गया। मुलुंड और आसपास के क्षेत्रों से आई महिलाओं ने पूरे उत्साह और श्रद्धा के साथ भाग लिया। मंदिर को फूलों और दीपों से आकर्षक रूप से सजाया गया था, जिससे पर्व का धार्मिक महत्त्व और भी अधिक बढ़ गया।
